The idea behind the Culling of the WAXWOLVES is to grow the Horde, bridge collections and communities.
Plus PFPs are often single use things that can sometimes be used for staking ... but not much else. So if you grabbed to many WAXWOLVES PFPs - here's a chance to burn it to get something different.

Then go grab yourself one of the Horde's Bullets here and then go to the CRAFTING PAGE and turn that WAXWOLVES wolf into a darker version infected with the Horde.
